Is there a way to challenge someone to a duel? One student has relations with me at -9, and I'd really like to uh, take him out.

Yes- the way to do it is via an Adventure, but first you'll have to use the Action 'Declare Vendetta'. That particular Action is unlocked in the School Survival Skillset. Once you've formally declared a Vendetta, you can then challenge your Rival to a Duel via a special Adventure.
