Are Some Characters more difficult to recruit into cliques than others?

I ask because in two different games that I have started with characters with identical attribute scores (charm 1) have been very different in their ability to befriend collegemates - different students, both in same college as PC.

If I don't remember wrong the difficulty is also based on the Befriend score of the one you want to recruit.

The target student's Charm/Befriend is also a factor, yes. IIRC no student has ranks in Befriend at the start of the game, but a few have pretty impressive Charm scores (with, I believe, Neta Xemutre having the highest starting Charm at 6), and only one (Eliana Carosi) has less than Charm 1/Befriend 0 to start with.
