In fact, historynerd, it is expected that most battles take place in the most unfair conditions possible, otherwise you might lose more than you're willing to. The Japanese watchmen were not, in fact better than radar, much as they claimed to be, because no matter how well trained, when obscured by islands and darkness, they never could have seen what was coming. Not to mention by that point in the war, there were less and less skilled lookouts on the side of the Japanese.

 

As for the high command, I don't believe they really did know what was waiting for them. Captain Tameichi Hara criticizes the high command heavily in his book for precisely this reason. It wasn't the first time in the war that the Japanese had made two successful runs and then the Americans were ready for them on the third. It also wouldn't be the last. The high command seemed to consistently fail to learn from their mistakes.
