Character Background Issue

I don't believe this has been brought up before, possibly because no one has ever taken the background. The background Town and Familiar states that it will increase your bond with your familiar by one, among other things. Unfortunately, when taken most recently, it had no effect on my familiar's bond ratings. Is it possibly pointing at the character's bond subskills (which don't actually exist) in error?

Mikka just noted this a few minutes earlier. I *believe* I know what the issue is, and can correct it in Content Patch 2.
