"In the Captain's day, it's more and more uncommon (though not unheard of) for the Guard to offer bounties.  They've become more professionalized as a police force (as we'd understand the term) over the past couple of decades, and as a matter of policy and publicity they're not going to go out of their way to look like they need to rely on private citizens to keep peace.

On the other hand, private citizens - victims of crimes - can and often do hire people to track down law-breakers and/or recover stolen goods.  Some "street hounds" work very cheaply indeed.

Incidentally, this ties into the old idea of "public law" versus "private law."  In many criminal cases, the victims and their families are responsible for "prosecution" in court, and if they have the resources to gather evidence it's in their best interests to do so.

Though, if they hire a street hound/thief-taker to get back what was stolen and beat the hell out of the thief, just skipping the court system altogether... well, that's almost preferred."

Are bounties posted more frequently on criminals presumed to have fled to foreign lands?

"As a rule, it's much less frequent.  The expense for a pursuit outside Mineta can be fairly terrifying (unless you've got really strong Astrological information about the target), and your average Minetan street hound is unlikely to know Merilien or Bassan, so they'll be at a huge disadvantage outside of the Renaglian sphere.

If you're the Chards - or if you're the Minetan Guard - you can afford to spend a fortune on high-end thief-takers to make a point.  But if you're a simple merchant who got hit by robbers who then tootled off to Malkstrang (not that you'd know for sure that that's where they went), you could bankrupt yourself hiring hunters with no guarantee of success.

That said, it's worth noting that the Thieves' Guilds themselves sometimes offer services sort of like parts of thief-taking.  That Minetan merchant might be able to pass a message along that Stolen Item X has profound sentimental value, and its return would be worth either a stack of cash or a favor down the line, and there's a decent chance that it would get returned; there are even local mediators outside the guilds that specialize in that kind of negotiation, for a cut.  You probably won't get justice/revenge/deep psychological closure, but it probably won't cost more than you can afford and it'll come with a credible guarantee that you won't be robbed by the same people twice."

@Legate of Mineta: 1. How easy would it be to use glamour spells to create a way to prevent a conversation from being listened in to? Or would that be negation?

2. Would a whale's tooth be regard as a powerful talismen by less educated people, given that whales are regarded as possibly mythical creatures opposed to dragons?

3. If someone like Miya were to provide convincing proof that she really is a princess with title to a distant land, would she be regarded in Mineta as a celebrity, as a scholarly curiousity, or as a person who could be used by ambitious people in Mineta to justify an invasion of her homeland?

"1.  The obvious Glamour approach would be to surround the speakers with sounds of anything from running water to other conversations - it's actually relatively commonplace, and something a talented first-year student could probably pull off.

2.  Yes!  Though most casual observers would probably assume it's a dragon's tooth, given the size, and that could lead to some awkward conversations with local authorities.

3.  Yes. It's unlikely that she would be used as a cassus belli, given the distances involved, but you never know."

Thinking of y2 mod compatibility, if i want the Doll familiar, is it best to create a new Background, or to edit the exotic familiars Reference table so she is the only one there? Does it even matter?

Assuming the option works I think a mod editing the reference table would be slightly better, but not necessarily by an appreciable amount. The bigger deal, I imagine, is to make sure that the Doll's little initial adventure stage on Juvenalia triggers.

I do have her as a new background from a while back and her adventure triggers there at least, altough recently i thought about the reference table, something for next time i do some modding

I personal wouldn't change the exotic familiar reference table with a mod as it was changed after the initial release of the game to my knowledge

Would the general assumption, according to the Empire of Man's State Religion, be that any person whom dragons would want to protect must be evil?

It's difficult to say, but unlikely to be a blanket assumption. Dragons are tricky.
