And how far over the Mineta should airships be for attempting to fly overhead? 3. What are the speed records for airships that A: Only rely on natural wind, B: Rely on steam (and maybe wind too, if they can get away with it), and C: Magically augmented speeds. The processionals are as close as you get, but even though have turns. 2) Personal flying is allowed, but large craft aren't allowed over the Upper City except by special circumstance. There are more specific rules by district, but essentially enough clearance that the structures below are undamaged. 3) Hmmm. I'll ask to see how this should be quantified. There different items and animals that can allow a human to fly i.e. a flying carpet can carry maybe 4 people is it still allowed within the city limits? There is a patchwork of regulation, which essentially gives the Guard full license to make any kind of flying illegal. In practice, if you are a noble, you can fly most anything in the Upper City. Svinik Posted December 13, 2016 Report Share Posted December 13, 2016 I suspect that the Guard are primary reactive rather than pro-active as regards crashing flyers, if you can 'persuade' those you land on not to haul you before a guard (or a professor) then you are fine, if not then detention, demerits, fines and so on probably beckon. Which sounds like a neat introduction to an adventure of course, since many apologies are best made accompanied by provision of a favour for those unable to settle debts with heavy bags of pims. Not to mention the fact that the imperial military is probably much bigger than you might expect from a smaller island, AND it's home to a very large number of magic users who might object as well. The impression I get from the team's descriptions is that Mineta has roughly the same level of importance in legitimacy as the Vatican City did during the era of Charlemagne. Given the defenses and political concerns that freespace notes, though, it would have to be more a coup-de-etat than invasion. Legate of Mineta Posted December 23, 2016 Report Share Posted December 23, 2016 Zero; It has very significant pull on the City, and there is a tension between the Academagia and the Guard. The Legate of the Academagia isn't a member of the city council, but does have some authority and prestige within the Empire of Man which makes it important to include them in decision making. The Imperial Court has essentially no current governing function, apart from prestige- the Guard having absorbed almost all of that in the absence of an Emperor.
